History

The School of Optical-Electrical and Computer Engineering (OECE) is composed of the former School of Optics and Electronic Information Engineering (merged by the former School of Instrumentation and the Shanghai Institute of Optics and Fine Mechanics, approved by the Shanghai municipal government in February 1999.) and the former School of Computer and Electrical Engineering (in May 2007 merged by former School of Computer Engineering, former School of Electrical Engineering according to the general plan of USST) and the Computing Center and was finally formed in October 2008.

OECE now has more than 4,000 full-time students including nearly 3,000 undergraduate students, more than 1500 graduate students, and nearly 80 doctoral students. OECE has more than 280 faculty members, including 1 Academician of the Chinese Engineering Academy, 1 National Middle-aged and Young Expert with Outstanding Contributions, 1 National Outstanding Youth, 1 National Excellent Young Expert, 8 Special Professors of the National Thousand-person Project, 2 Yangtze River Scholars of Ministry of Education, 1 Young Yangtze River Scholar of the Ministry of Education, 10 Shanghai Distinguished Professors, 13 Shanghai Oriental Scholars, 3 Shanghai Oriental Young Scholars, 2 Shanghai Leading Talent, and 1 Shanghai Excellent Leader from the Ministry of Education, 2 Shanghai New-century Talents, 6 Shanghai Shuguang Scholars, 6 Shanghai Pujiang Talents, 7 Shanghai Science and Technology Stars, 7 Shanghai Chenguang Scholars. OECE has more than 30 PhD supervisors, more than 50 professors, more than 80 associate professors, and more than 200 full-time lecturers. At the same time, OECE also employs a group of well-known scholars as part-time professors and forms a dynamic teaching staff with good teaching style, capable, efficient and reasonable structure and adaptability to the needs of teaching and discipline development.

OECE consists of 5 departments: Department of Opto-Electrical Information Engineering, Department of Testing and Information Engineering, Department of Control Science and Engineering, Department of Computer Science and Engineering, Department of Electrical Engineering, 1 Shanghai Key Laboratory (Shanghai Key Laboratory of Modern Optical System) and one Shanghai University Undergraduate Experimental Teaching Demonstration Center - Photoelectric Information Experiment Center.

In addition, OECE also has the National Optical Instrument Quality Supervision and Inspection Center, Photometric sub-Center of the National Semiconductor Applications Center for Engineering Technology, National Engineering Research Center for Industrial Process Automation (cooperated and co-constructed with the Shanghai Institute of Industrial Automation Instrumentation), the Optical Instrument and System Engineering Research Center from the Ministry of Education, the Shanghai Ultra-precision Optical Processing and Testing Service Platform, the Shanghai Institute of Optoelectronic Integration Technology, the Shanghai Key Laboratory of Mechanical Industry Precision Photoelectric Test Technology and Instrument, the R & D center of Optoelectronic Equipment and other national and provincial professional platform. OECE is also the director unit of China Society of Instrumentation, the affiliated units of the National Institute of Optics and Photonics Standardization Technical Committee, the affiliated units of the Engineering Optics professional committee of National Optical Society, the affiliated units of China Instrument Society - Optical Instrument Branch and the affiliated unit of China Instrument Industry Association - Optical Instrument Branch. OECE also has the editorial department of Optical Instruments magazine, which publishes "Optical Instruments" monthly.

OECE has a wide range of subject areas and currently has two first-level doctoral programs in optical engineering and control science and engineering. At the same time, optical engineering disciplines also have post-doctoral research stations, which are national key disciplines (nurturing) and Shanghai key disciplines. OECE also has six first-class academic master's degree awarding disciplines including Optical Engineering, Control Science and Engineering, Instrumentation Science and Technology, Computer Science and Technology, Electrical Engineering, Software Engineering and one second-class academic master's degree award discipline: Signal and Information Processing. OECE also has five professional master's degree award disciplines including Computer Technology, Optical Engineering, Control Engineering, Electrical Engineering and Instrumentation Engineering. In 2015, key discipline of Optical Engineering was approved to be Class III peak subjects in Shanghai.

OECE has 11 undergraduate majors including Optoelectronic Information Science and Engineering, Optoelectronic Information Science and Engineering (Sino-German cooperation), Electronic Science and Technology, Measurement and Control Technology and Instruments, Automation, Intelligent Science and Technology, Electronic Information Engineering, Communication Engineering, Electrical Engineering and Automation, Computer Science and Technology, Network Engineering. In March 2014, the major of Optoelectronic Information Science and Engineering passed the certification of ASIIN, a German certification authority and ENAEE, becoming the first EUR-ACE major in China to obtain the European Union Quality Certificate for Engineering Education Certification. In 2016, "Measurement and Control Technology and Instruments" passed the professional certification of China's Engineering Education.

OECE focuses on scientific research. Since its establishment it has won 60 major scientific research awards, among which 2 national awards, more than 60 third prize scientific and technological progress awards from ministries and municipality. The average annual research funding in recent years is more than 40 million yuan. In 2013-2015 OECE obtained or completed Major National Scientific Instruments and Equipment Development Projects, the national 973 plan, the national 863 plan, the national science and technology support plan, and more than 30 national natural science funds.

OECE focuses on undergraduate teaching quality and is implementing "teaching students according to their aptitudes" strategy by the different levels of teaching modes in order to cultivate innovative engineering talents. OECE strives to expand students' international perspective and has established various cooperative relations with universities and enterprises in over a dozen countries such as Germany, the United States, France, Japan and Ireland. Each year some students and teachers are sent to study abroad in foreign colleges and enterprises.

OECE will continue to adhere to the "people-oriented and harmonious development" education philosophy, focus on the construction of scientific research and teaching objectives, strengthen college connotation construction, unite school characteristics, and promote excellence in engineering education and international education, and further promote the development of students, and steadily enhance the overall strength of the school.
